This is a totally new product. They are not a transfer, not paper decoupage, not a decal, not a film.  They are paint that is will physically imbed itself into the surface of your paint on your project. The inlay is applied to wet, chalk based paint. after drying the carrier paper is removed and the painted design is transferred to your project...and you can reuse the design again to obtain a more muted and vintage distressed look.
